We, the members of the Univ. of Minnesota, Crookston Student Athlete Advisory Committee, representing the athletic teams shall organize for mutual benefit to enhance communication and to promote athletes of this campus.
ARTICLE I
Section 1. The purpose of the UMC Collegiate Student Athlete Advisory Committee at Crookston, Minnesota is as follows.
a. To organize events to further involve the community in UMC athletics.
b. To promote interactions among all athletes on campus.
c. To plan and organize events for the UMC campus.
d. Create communication lines between our student athletes and other university athletes for the purpose of discussing concerns within conference athletics.
ARTICLE II. MEMBERSHIP
Section 1. Team Representatives: Each representative of a varsity team shall have participated in a minimum of one season as a member of the sport he/she represents with the exception of the inaugural season of a sport. Each representative shall compete in that sport the year he/she is in office. Individual membership under special circumstances shall be revised by SAAC for appointment with a quorum present, as defined by Article VIII, and appointments shall be approved by a simple majority vote.
Section 2. Chair and Chair Elect: Chair and Chair Elect shall have participated a minimum of two years on any varsity team, and he/she have a minimum of one year of experience serving on SAAC.
Section 3. Secretary: The Secretary shall have participated a minimum of two years on any varsity team, and he/she shall have a minimum of one year of experience serving on SAAC.
Section 4. If the position of the Chair and Secretary cannot be filled with an eligible candidate, then the new officers are to be elected by the preceding board.
SECTION III. RESPONSIBILITIES OF ALL MEMBERS
Section 1. Attendance: Each member is required to attend all SAAC meetings. When absence is necessary, the representative shall be responsible for sending a proxy to the meeting. The proxy must be informed and prepared to participate in the meeting.
Section 2. If a SAAC member is absent for two meetings in one semester or not represented by a proxy at any or both of the two meetings, he/she will no longer be allowed to serve as a SAAC representative. The Chair will notify the person of the termination of membership is writing within 10 days of the second infraction.
In either case the Chair will notify the respective head coach within 10 days that his/her representative had been removes. A replacement shall be made, and he/she must report within the next two meetings.
Section 3. Permanent Absences: Where circumstances cause the permanent absence of the:
Team Representatives: His/her team shall have their responsibility to select a new representative.
Chair and Chair Elect and Secretary: A new officer will be chosen by an election within SAAC.
Section 4. Problematic Behavior: In cases of improper or problematic behavior or any member, the board has the right to remove any member. The member being removed is entitled to a hearing in order to present his/her case for remaining on the board.
Section 5. Committees: SAAC members will serve on various committees, including departmental committees, as necessary throughout his/her term.
ARTICLE IV DUTIES OF THE BOARD OF DIRECTORS
Section 1 The duty of the president is to conduct all meetings, appoint special committees and to serve as the chairperson of the Board of Directors.
Section 2 The duties of the vice president are to perform the duties of the president if he/she is absent. The vice president shall also succeed the president.
Section 3 The duties of the secretary/treasure are to be responsible for recording the minutes at all the meetings and handle all the financial issues if needed.
ARTICLE V STAFF ADVISOR
Section 1 The advisor shall be a full-time member (not a coach) of the staff of the University of Minnesota Crookston and should be chosen by the members of the SAAC by simple majority.
Section 2 The advisor shall serve at least one full school year, shall attend the appropriate meetings, and shall aid and advise the group on matters under consideration.
Section 3 The advisor can ask additional; staff members to join meetings if appropriate, but the additional staff may not vote.
Section 4 The advisor shall be responsible for the continuity of the records and other property of the collegiate association.
Section 5 The advisor shall serve as the official contact between the University of Minnesota Crookston Student Athletic Advisory Committee and the Student Athletic Advisory Committees of other universities.
Removal: In any case of problematic behavior or upon the request of any member of the SAAC, the SAAC shall conduct a hearing for the removal of the advisor within 10 days of the alleged behavior.
ARTICLE VI. RECORDS
Section 1. The records of the University of Minnesota, Crookston Student Athlete Advisory Committee shall consist of a minute’s book, membership records, and financial records, as well as other such records that the chapter deems necessary.
ARTICLE VII. BY-LAWS
Section 1. The Constitution, together with the bylaws, shall constitute the operating basis of the chapter.
Section 2. Bylaws may be adopted by the membership and may be passed by no less than a majority vote of those present at a meeting.
Section 3. Fifty percent of the membership must be present for any voting to take place on a bylaw and amendment.
Section 1. Proposed amendments shall be submitted to the supervisor one hour prior to the meeting they are to be viewed. The proposed amendments will then be discussed and voted on unless it is thought by the members that more time/information is needed. The amendment shall then be voted on during the next scheduled meeting.
Section 2. Constitution can be amended by a majority vote.
